The Agency undertakes to adopt and implement quality control measures to ensure efficient performance of the security personnel. The program covers the following:
PERSONNEL MANAGEMENT
Foremost is the rigid screening of a qualified personnel. Screening includes a pre-selection interview; pre-qualifying examinations covering the knowledge on the basic function of guards; background and community standing investigation on the applicant; police character check; personal residence surveillance; medical and physical examination; neuro-psychiatric examination which covers intelligence test and personality test, conducted by an independent testing unit. A qualified candidate is then referred to undergo a comprehensive training program leading to a certificate of completion prior to final consideration for assignment.

Personnel management upon assumption to assigned tasks shall mean, monitoring of personnel attendance, outside appearance, visibility and efficiency in their assigned posts and semestral background check.
Instruments used: police clearance, medical certification; psychological and neuro-psychiatric results of examination; training certificates.
Methods used: training programs, inspection and monitoring in assigned posts; rank formation.
EQUIPMENT MANAGEMENT
Shall mean maintenance of all equipments necessary in the total operation. It envisions zero deficiency and guarantees optimum performance of all equipments required in undertaking day-to-day operations and projected special events specified in the contract. All equipments shall include communications, systems, vehicles and firearms or the instrument specified in the contract.
Instruments Used Equipment inventory report, firearms inspection report, car maintenance checklist.
Method Daily personal check of equipments assigned as specified; daily recording of supervisors on status of equipments and actions taken on problem situations; regular maintenance check of all major equipments.
OPERATIONS MANAGEMENT
Encompasses all the guidelines set forth in the manual stating the standard operating instructions highlighting agency policy, organization, authority, functions and other required information.
Varied types of drills shall be effected on a quarterly and monthly periods. Details shall be discussed with the Client prior to conceptualization of design proposal within sufficient time after the awarding of the contract.
Reports on the incidents occurring in the Client's premises are to be generated and submitted to the Security Coordinator/Officer. The frequency of submission could either on a daily, weekly, monthly or quarterly basis. Sample of the reports are Daily Activity Report, Weekly Accomplishment, Incident and Violation Report, and Monthly Incident Statistical Report.
Instruments used Logbooks, various forms and reports for specified purposes, copy of approved manual of operating procedures. Method Coordination, regular meetings, reports/ feedback and monitoring mechanism.
TRAINING PROGRAM IMPLEMENTATION
A comprehensive training program on a regular scale shall be provided to all personnel in order to maintain proficiency in their specific tasks. The training plans and programs of the Agency submitted to the client as well as other programs such as seminars on personality development, value formation, and the like shall be maintained.
TO COMPLEMENT and strengthen the conceived quality control plan, a daily and monthly activity schedule is likewise proposed to include (1) rank formation/briefing; (2) radio monitoring; (3) post inspection; (4) post report; (5) post safety/security report.
A. QUALITY ASSURANCE OF PERSONNEL RECRUITS: To ensure quality of recruits, following sets of pre-qualification interview and background investigation are to be met by applicants:
1. Written Qualifying Examination: to determine job knowledge and Intelligence Quotient
2. Required Clearances: a. National Bureau of Investigation Clearance (NBI) b. C-2, PC/NIP Clearance c. Barangay Clearance
3. For Background Investigation, following important aspects are looked into: a. Personal History b. Marital History c. Residence History d. Physical Data e. Educational Data f. Character References g. Employment History h. Military Record (if any) i. Criminal Record j. Neighborhood Investigation
4. After meeting/satisfying above, personnel are further subjected to: a. Neuro-Psychiatric Test b. Medical Examination c. Final Interview d. Briefing Orientation
B. ASSURANCE OF QUALITY SERVICE: Given the opportunity to handle responsibility for the security and safety of our facilities, the following security measures shall be immediately undertaken before and after guards deployment.
1. Before Actual Employment
a. Preparation of all security guidelines based on security survey b. Collation of all existing company policies, rules and regulations including forms to be used covering all security post. c. Meeting with Security Manager for the approval of recommended security guidelines based on on-site inspection d. Briefing and orientation (Pre-posting seminar) of guards on their basic duties and responsibilities based on approved General and Special Orders to include all other related subject on POI. e. Actual orientation of selected Security Officers and SIC'S. f. Final Rank Formation and Inspection. g. Actual Deployment.
2. After Posting
a. Check copy your post by post duties and responsibilities. b. Conduct follow of survey and recommend of improvement of systems based on actual observation. c. Regular monitor compliance of all post orders, rules and regulations as set forth by Client. d. Immediately checks/initiate corrective measures on any/all deviations on instructions and procedures and instructions.
e. Implement following quality assurance system to further insure strict compliance and efficient performance of guards:
• Continuous twenty-four (24) hours inspection of all guards post.
• Automatic corrective measures and imposition of corresponding disciplinary action for all violations and infractions.
• Maintain twenty-four (24) hours ready reserve and reaction force. Assure proper maintenance and handling of all security provided equipments.
• Conduct monthly or periodic guards/officer performance audit (Please see attached Audit Appraisal Form).
• Conduct regular (per shift) rank formation and inspection and briefing of guards prior to and after relieving.
• Implement corrective seminars on erring security personnel. Periodic meeting between Client and Agency representative. Twenty Four (24) hours operation/monitoring.
3. Periodic Training/re-orientation (on-site) of all posted guards shall be conducted based on actual security and safety changing needs of all the Client's facilities.
